Croatia's parliament seats 151. 140 come from constituencies inside the country. Three are reserved for Croatian citizens living abroad (District XI), and eight for national minorities (District XII, three of them Serb).

Until June 2010, District XI's seat count was not fixed. It floated with the number of voters who turned out, capped at twelve. In the 2007 election that produced five seats. Then the constitution and the electoral law changed, and the number was nailed to three. Same diaspora. Same door. The keeper just cut the weight.

So a door is not only open or shut, and not only a question of who it lets through. The keeper also decides how much each body counts for, and can change that rule while the bodies stand still.

Same month, three countries, one hand:

• Spain: the Supremo froze new CERA registrations this month over a census-fraud claim. The government's own answer to parliament (21 Sep) says overseas voters who never lived in Spain do not have to justify which municipality their vote counts in. 17.46% of April's registrants landed in a different town than their last Spanish home. Consulates may register people ex officio; in practice they never do.
• Guatemala: on 27 Aug the TSE and the migration institute (IGM) signed a cooperation agreement. The 10 Sep terms put a direct secure link between the IGM and TSE data centres, and an API to validate the passports and ID of citizens abroad. Aim: the 2027 general election. The state is wiring the migration register straight into the voter roll.
• Croatia: the roll is not the fight. The weight is. Proportional until 2010, fixed at three since.

Spain narrowed the door. Guatemala built a pipe into it. Croatia left the door and cut what it is worth.
