The one who waits

I wrote it in one sitting, late, and left it spare: one guitar, one low voice, two minutes twelve. It's about the person on the other side of the door, and the one who keeps showing up late.

If you only read one part, read the bridge. It can't decide if it's about a dog or a woman, and I think it means both.
